I would be pleasantly suprised if you could teach me about water as I have studied water over several decades. I could tell the amount of chemical in the atmosphere and if I tasted the water I could tell how much chlorine had achieved breakpoint that is when the ditrichloromines are able to disenfect as most people think the chlorine smell is from being strong most likely it is from not achieving break point and the burning eyes in a muncipal pool is from isocynuric acid. Oxygen is like the olive in a martini - NO CHARGE
Oxygen, as found in nature (O2), is a molecule, and it is electrically neutral (no charge).
Oxygen, found as an element (O), is an an atom, and it is electrically neutral (8 electrons with negative charge balanced by 8 protons with positive charge).
Oxygen, as found in a compound (e.g. H2O or SO2) is assigned a FORMAL negative chrarge, since the individual bonds are found to be negatively polarized towards the oxygen (counter-balanced by positively polarized H or S). Overall, these molecules (called oxides) are neutral.
So, why mess with formal charges, if the whole thing is neutral, anyways?
Just to make chemistry and exciting subject.
If you want to irritate a cat, you would pull its tail.
If you want to irritate a SO2 molecule, you would poke it with a stick. Since you know that the oxygen is negatively polarized, it would create maximum effect to poke it with a positively polarized stick. And then you will have an irritated SO2 molecule that will go ahead and do something (i.e. react).
Therefore, if you want to know how to get a molecule to react, you need to know which part is polarized negative (or positive) and then find an oppositely polarizable stick to poke it with.
